RAPE, RAPE, RAPE EVERYWHERE
Newspapers in Kerala are filled with rape cases all over the state almost every day. As per the NCRB reports during the first five months upto May 2021 there are 627 child rape cases were registered in Kerala. When there were 958 cases reported in 2016, it went upto 1313 in 2019 and 1143 in 2020. There were 1639 cases of cognizable offences against children registered in the first five months of 2021 that included 16 murders and 89 cases of kidnapping. According to a survey conducted by Social Justice Department in 2019 there are 11,72,433 families in the state where children are vulnerable for various abuses.
Now what is the end of this heinous crime? How can we give peace, security and happiness our own children? Every human being of the state should seriously think on this matter. All the learnt people including the medical community may sit together and find ways and means to eradicate this social menace from the so called literate state.
This writer has his humble suggestions.
1. Biological or geographical reason if any for this wild habits should be found out and corrected.
2. If the offenders are politicians, government servants, teachers or religious leaders, they should be removed from their positions for ever other than the punishments.
3. The law should be tightened to avoid any escape from punishments.
4. If possible a seperate court may be opened in every district for dealing with these cases exclusively.
5. This subject to be included in the school syllabus from class IV to XII at appropriate density.
6. The victims should be provided as much secrecy as possible.
7. The law should have absolute clarity and should not have provisions to define and redefine the crime and the culprits to recape thereby.
8. The concerned commission for this should be nominated by the highest judiciary of the state.
