CASES OF RAPE OF MINOR GIRLS IN KERALA


The Honorable High Court of Kerala points out that one out of two cases coming to it's consideration is related to rape of minor girls. This is a very serious situation and also a heinous state of affairs. We elect governments and pay them heavily, primarily to safeguard us. If they fail it should be viewed very seriously.
As per a report by The Times of India there were 627 child rape cases registered in the state in the first five months of 2021. Among these the rape and murder of a six year old in  Vandiperiyar in Idukki district is being widely grieved. 1,313 child rape cases in 2019 and 1,143 in 2020 were reported from this highly literate state of Kerala. As many as 1,639 cognizable cases of crime against children have been registered in the state during the first five months of this year.

I would like to suggest the following for an early consideration of the government.

1. The medical community may be asked to study each case and try to find out possible reasons for such cases.

2. It should be ensured that all reported such cases to be probed on topmost priority and the culprits nabbed within the shortest possible time and cases registered against them.

3. Provisions should be made in the CRB reports that the religions of the culprits too are included so that by the strong interference by the relevant religious leaders, such cases may come down drastically.

4. This subject may be included in the appropriate density in the school syllabus from Class 4 to 12 so that the next generation may keep themselves away from such cruelties.

5. Government may consider to prescribe more stringent punishment to culprits.

6. Habitual offenders may be kept in preventive custody and provide them all available resources for reformation.

Let us all put our best efforts to make this state habitable with peace and harmony for women and children.
