IS TRANSFER A PUNISHMENT?

When a state government employee is found to have committed some serious offense, the usual action taken against them is a transfer. If it is so every transfer of a government employee shall be taken as a punishment. The employee concerned, therefore, shall have the right to find the reason for transfer. There must be strict code of conduct prescribed for government employees. Any breach shall automatically become punishable as prescribed. Religious attachment or union membership or political affiliation should not become a cause for hindrance to punishment. Discipline is absolutely essential for every government servant irrespective of his status.

The state of Kerala may have the most politically motivated government service in India. Either for employment or for promotion or for escape from certain punishment politics is applied as the common and effective weapon and shield.
