POT HOLES ON ROAD KILLS MANY - CAN THESE BE HOMICIDES?

A news report appeared in a leading Malayalam daily says that the road accident caused by dangerous pot holes on road is a homicide. It is a serious allegation. If it is a homicide, could it be a culpable homicide too. If the answer is positive, who would be the culprit. When a human life is lost with no cause by the deceased, someone should be responsible for this death. If the so called culprit could be found, such one should certainly be punished.

The media and the legal community may sit together and find an answer for this as early as possible, so that recurrence of such homicides can be prevented in the future. The prime point to be detected is the criteria by which the offence is fixed on someone within the existing legal system.
