CRIME PREVENTION AND CRIME INVESTIGATION

The series of crime investigation being conducted in Kerala by a number of state and national agencies raise a serious question. The prime function of the police is to prevent crime or to investigate the crime after it is happened. Smuggling of gold, bringing in and taking out foreign and Indian currencies, national and international trade of narcotics, swindling taxes and duties, forgeries in educational qualifications, securing employment by cheating government agencies, fraudulent deals with government financial agencies and the list goes on and on endlessly. Finally when some of these are detected after a number of transactions we can find a crowd of investigation agencies around the suspected. It is like waiting for someone is to be killed and then conduct the autopsy to find the cause of death.

It cannot be pointed out as the error of the cops but the error of the system. Under the existing system, anyone is free to do any crime. When a complainant comes up, depending upon the political affiliations of the complainant, the politically managed government take the decision whether to investigate, what type of investigation and who should investigate etc. This seems to be a recognised practice. Whatever little bit happen in between is because of sheer interference by the judiciary.

If we want to prevent crime we must plug whatever loopholes in every system. Make out a transparent and foolproof system in crime prevalent area. Ensure that the law is uninterpretable. No defaulter of the concerned agency meant to detect the crime should be left unpunished. Though practically impossible, political interference should be avoided.

If we fail to take appropriate measures at this hour the criminals may grow up and try to brake the country into pieces. Hit the iron when it is hot!
