REVAMP KERALA ECONOMY
Successive governments in Kerala are following only one method whenever fall in short of money, i.e hike tax rates and charges. They choose this option when standard option of availing loan from all available sources are closed. When taking loan, if we don't have viability for repayment in time, in domestic or business term we call it economic indiscipline. In the case of governments this word does not suit. It is surprising that these governments make no attempt either to reduce administrative or other hap hazard expenditures. Considerable amount can be saved under these heads.
A flat 25% reduction should be targeted on salary and wages. Many departments have more than the optimum strength of work force. New recruitments should be stopped. Whenever any requirement is needed in any department, suitable candidates may be got transferred from other departments, Voluntary Retirement Scheme may be introduced gradually. Anyone found to have involved in monetory or other forms of corruption they may be removed from service forth with. No compromise should be made with corruption.
Wind up all nonproductive corporations. Sell out all loss making industries.
Let us now find ways to bring up the revenue of the state. Set a target for over 5,000 industries with investment below Rs five crores each. Anyone having suitable land within the state having appropriate qualifications and adequate knowledge in the respective field of the proposed industry should be able to start the industry by availing the required loan from the bank without offering any collateral security. Insurance company shall give guarantee to the bank for the loan amount and timely repayment. This company will be joint signatory for all bank transaction and will have adequate control of all operations of the firm. Any time they find that the firm is falling to loss they can suspend the operation of the firm and settle the bank loan. The insurance company can have 0.5% of interest from the firm availing the loan and an equal amount from the bank as their service charges. With this arrangement the banks shall have cent percent security for their loan amount. Simultaneously the government can have large investment in the state and an assured future earning. Any corruptive practice found in the whole things should be dealt with severely.
Parallelly the state tourism department should Target an annual revenue from tourism to Rs One Lakh crores per annum in three years. Over 150 nos small and medium tourist resorts should be opened by private agencies under the above system or a different one which will be explained seperately. Encourage as many people as possible into tourism sector. (More about this shall be written as and when needed)
The proposed Bakel - Kovalam waterways may be planned and designed in a large way. This may be established in BOT system, may be in 25 years. The total distance may be divided into three equal sectors and entrust with three different agencies. Each agency should operate their most advanced speed boats or they can sublet the boat service to as many agencies ss they want. Each service boat can get into other sectors without any restriction on permit basis. A large boat manufacturing unit should be established in central Kerala. They should manufacture boats with passenger capacity of 60, 40, 20, 10 and 3. They may also make boats for goods transport with capacity of 10, 5, 2 and 1 ton. They should also have gas tankers, LPG cylinder special boats. According to popular needs the factory can make more and more suitable boats. If this waterway with adequate boats are introduced properly road traffic will come down considerably and thereby the number of road accidents will also come down sharply.
Small size passenger cum cargo ships can be operated between Mangalore and Thiruvananthapuram/ Vizhinjam by private operators with berth facilities in available ports of Kerala. Goods can be moved in large quantities. Some of these services can be extended to Laksha Deep. State government need not spend any money for any of these as described above.
We may establish three large Ayurvedic Resorts in Thiruvananthapuram, Idukki and Wayanad region. Each of this should be built in a land of 300 to 500 acres. There should be hospitals and other small and medium treatment centres, medicine manufacturing units, medical stores, ayurvedic herbal nurseries, lodges, restaurants etc. These should be given wide publicity in international level to attract tourists. It should be in private sector and government will not have any expenses. On the other hand these will bring revenue to the government on the long run.
We can have such many ventures here without any investment by the government and these will steadily bring revenue to the state. Our unemployment rate can be brought down to zero in about three years hardwork. We can also raise the per capita income of our people to the level of advanced countries in a maximum period of ten years. All that we should do for this is, stop playing politics in the state, stop strikes, bundh, harthal, road blocks, forceful closure of shops etc. En masse public education should be conducted to promulgate the people about the hollowness of politics. Make them known that if they wash their hands from the existing political system they can have a much higher earning and a high standard living. Let us not sacrifice our lives for the sake of the corrupt politicians.
