ROAD MAINTENANCE IN KERALA
There are many elected as well as appointed institutions in the state for the periodical maintenance of the roads at the prescribed standard. Despite bearing the expenses of these establishments people are brought to such a dangerous state by these bodies. There are many cases of accidents on our roads due to lack of maintenance. Of late cases of deaths are also reported. Without having sufficient money in hand no government can do the maintenance at the required way during the required period. Under the existing situation, it appears that there is no way for bringing in the required fund for development and maintenance of the roads of Kerala.
Finally, the honorable High Court warned all concerned to fill up atleast the pot holes within seven days. What we see in Kerala is the outcome of the financial mismanagement by the successive governments. Governments continuously availed loans from all available sources without finding proper resources for repayment. The existing government has brought the flow of loan to the culmination. It is an unbearable state now. Governments are not at all finding new resources to enhance the revenue. They also do not take adequate measures to slash the expenditure. There are many avenues to bring down the expenditure considerably. Political mileage should not be mixed with financial management.
The state, on top most priority, should make result oriented efforts to multiple the income and curtail the expenditure. We have economists and financial managers who have proved their expertise in various fields. Let the government take their services to get out of the financial constraints being faced now. Two possible and speedy methods are given below.
1. We can setup about one lakh manufacturing and service units in the state with a maximum investment of Rs 5 crores each. Government need not spend anything for these. All of them will come up in private sector with no liability to the government. Preference may be given for export oriented industries. If war footing steps can be taken these industries shall reach production stage within two years.
2. The state should do all out efforts to raise the income from tourism to Rs two lakhs crores. Government need not spend anything for this too. Let more and more people enter into tourism sector.
What should be the approach for these? Should be earnest effort. Sideline politics and concentrate on economic prosperity of the state. Government may make some change of policy matters. Zero cases of corruption should be allowed in these ventures. Any corruption detected, the concerned should be punished for a minimum period of life term. Such stringent law should be framed.
The colour of flags and high pitched speeches will not fill the stomach of the people. Let the government grow with the people. Let's make one of the finest roads in the world in Kerala with least accidents.
