POLICE TO BE BROUGHT UNDER A NOMINATED COMMITTEE
The state police have submerged deep in politics. This excessive politics may create a tendency in the force to deviate from their fundamental obligations to the people. The propensity to move away from corruptive practices were fast catching up till recently. Of late, it is found to be slanting towards the other side. The force who are to maintain law and order in the state most judiciously with equity and justice should always remain above politics. The prevailing circumstances force them towards a particular ideology over and above the democratic principles of the country. What we find in the state is that the force is expected to be hand in glove with political parties. The police naturally become part and parcel of the ruling parties. Gradually it create a give and take situation. While these situations promote corruptive practices anywhere, ours cannot be seen as different. Alongwith this crime and sin are pumping up on the other side. As such, in order to get rid off the force from excessive politics and associated vices, it is suggested to free the police from the control of political parties. The following suggestion is submitted before the knowledgeable people of the state.
The Law and Order and the relevant matters vested with the state police may be brought under a three member Commission nominated exclusively for this purpose. One member each will be nominated by the following. 1. High Court of Kerala. 2. Vice Chancellors of all Universities of the state. 3. Association of Print and Visual Media together. While one of them can become the Chairman the other two will closely associate with him as members.
The Commission should ensure the following: i. Speedy registration of complaints and issuance of copy of FIR. ii. Investigation and interrogation as early as possible. iii. Arrange to file the law suit in the appropriate court well in time. iv. Collection of witnesses and relevant articles in time. v. Avoid external elements in the police station in connection with any cases. Not even telephonic conversation should be allowed. vi. Women should be properly behaved with. Any misbehaviour found should be severely dealt with. vii. Questioning of criminals should be properly managed. viii
Lower cadre police officials should not be put to overtime work without proper compensation. ix. Monetory or other forms of corruption should be severely dealt with including recommendation for dismissal. x. The Commission should have power to stop the transfer or initiate any transfer in connection with any cases active in any station.
Any other things if found fit by the Commission may be added to the above to refine the police force. The Commission should not have power to interfere in the administrative matters. However they should be given power to report the performance of individual officials in each case. If this system is properly implemented State Police will be relieved from the group of political parties. Police will have a better atmosphere to work and show their efficiency.
The judiciary of the state may also kindly evaluate this proposal.
